Carla Mancha is a public sector executive and housing leader who has served as Chief Executive Officer of the Housing Authority of the City of Brownsville since 2013. With over 20 years of leadership experience in affordable housing and community development, she oversees the largest housing authority in South Texas, expanding access to safe, stable, and affordable housing across the region. Carla holds a Bachelor of Arts from the University of Texas at Austin and a Master of Public Administration from St. Mary's University, bringing a background in education and city planning that shapes her mission driven approach to long term community impact. Under her leadership, the agency administers key housing programs that support self sufficiency, redevelopment, and neighborhood stability.
